Landscape Design on Steep Canyon

We live in San Diego where canyons cut out of sand stone are quite common. Our backyard is divided by such a canyon drop-off. It is a 20+ft drop over a distance of about 20ft, so 100% grade, as shown in the photo. It also gets full sun...:

It's pretty overgrown from the previous owners, so we don't necessarily have any attachment to what it looks like right now. Rather, we would like to somehow turn this into a green, low-erosion hill. When it rains, it ours, which in turn washes out those bare spots...

Unfortunately we are failing at finding a good solution (shy of getting a professional designer to take all our money). So here are the questions we have on our mind at this point:

  • Do any of you have good resources you could recommend?
  • Since we are in California, drought tolerance is key; we would however like to have a mostly green hill and are thus willing to infrequently irrigate.
  • The existing retaining wall is struggling a bit, but is still holding up. What would be effective yet affordable solutions for replacement, if we actually replace it?
  • With this kind of back yard, do we just need to bite the bullet and get a professional?

Thank you in advance!
