Without knowing more, it's difficult to know what exactly is going on, but some suggestions: do you feed your tree peony?--after a few years' growth in the same spot, they benefit from feeding since they really do take a lot out of the soil. Another issue we have here is moles and voles even though peony roots aren't supposed to be tasty; those varmints have eaten straight through several of our tree peonies so we also dose the peonies with Mole Rid when we do our feeding. Botrytis infection can also reduce bloom but is relatively easy to prevent. Surrounding bushes and trees may have grown to point where they're shading the peony too much in the year preceding. And lastly, sometimes tree peonies just don't send up that many blooms and there's no outward cause you can point at, especially when they've been allowed to grow out their wood without any pruning. Your winter damage, I'm assuming, is in the form of broken or bent branches (the snow was incredible this year). A number of my tree peonies were injured in this fashion, but I'll take the silver lining: a number of the bent branches now touch the ground, so I've scratched them a bit and buried portions of the branches in the hopes of layering them and getting new plants within a couple of years. Anyway, as long as the bush appears healthy and is receiving good light, I'd chalk it up as a feeding issue and give it a bit of feed now and in the autumn.

I would say growing it in a pot would help keep it tightly clumped. This one is a late riser for me. I was sad thinking it did not make any new eyes this year. then one then another..total of 4 this year. I was confused due to the distance they were apart. Elongated rhizomes is a good term. It makes it look funny with the gap in between each plant but none the less a great hosta. I will take a follow up pic mine is VERY yellow and looking kind of wild right now. it seems to keep the more pure vein lines in more shade. In sun it gets the really crazy coloring.

K.. To funny about the " Marketing 101". It's true!! I have heard that George H is doing a great job with grafting as well! There is another George S down in Texas that receives shipments of grafted trees from Thailand. I believe he still has a few, but again.. they will come down in price next year. Dupefl.. I thin you might see some rooting these in a few years when they mature. Most of the trees around are pretty small and this cultivar is so beautiful and in short supply, they tend to graft to get those single tips out.. " 101". You might find that it's possible . Just like George Brown aka Musk Rainbow. Everyone says to graft, but I have rooted several and never had any problems. The hardest cultivar to root, in my opinion is Kapalua. I finally rooted one after several attempts. Friends have tried as well with only a few that were successful. This is why Kapalua is often mentioned Along with " grafting". Andre.. lol.
