What would happen if you planted outside of a raised bed?

If you have a reasonably tall raised bed that is built at a few feet or more and is open bottom, what would happen if you decided to plant around the perimeter right on the outside of the bed that is at ground level?
Assuming you're not trampling all over the plant and that there is nothing wrong with the soil either in or out of the raised bed, and that the soil in the raised bed is getting constant moisture, will the roots of the plant on the outside perimeter of the bed at ground level, travel up and into the raised bed that's behind it?
