PEARL Whirlpool tub not starting.

We bought this tub about 22 years ago. I used it for awhile, but then started to prefer showers, since with age and arthritis, it's pretty hard to get in and out of. But then about 10 years ago, I used it and it wouldn't shut off. The only way I could get it to shut off was to unplug it from the GFCI that is behind the front apron of the tub. DH and I decided to try to figure out the problem. I thought it was a bad GFCI, but it tests fine. I filled the tub past where they say to fill it (and above the little device that causes the motor to not turn on, if it's not full enough to clear the 2 jets.) But it still won't turn on. The "on" button flashes for about 3 seconds, and then turns off. I'm thinking something is sensing that the motor shouldn't turn on. Any ideas what to check out next? I never had any problems with good air pressure coming out of the jets, so I don't think there's a clog anywhere.
