engineers for yard/foundation drainage issues

I live in a house that gets plenty of water in the sump pump every Nov-Apr. I had a "professional waterproofing" company put in interior French drains and dual sump pits(one as a secondary) - this had stopped me from having a flooded basement, but still I'm at the mercy of the sump pumps. I'm not sure the solo cause is a high water table- because my immediate neighbors don't seem to have the same issues. I was told it could be an underground stream.
I was hoping an engineer that specializes in drainage solutions can help remediate the situation. How do I search for engineers that can help in this regard? also what are these engineers called? I only found structural engineers when I searched home service websites.
