Need to replace crumbling pavers on front porch

When my house was built the front steps were uneven heights making them difficult to navigate, especially for my aging parents. I decided to fix the heights and at the same time, widen the steps since there was an awkward gully between the garage and the porch. I also wanted something other than plain old concrete. My handyman rebuilt the steps using pavers. At first it looked really nice, but then I noticed some of the pavers turning black and white stuff leaching from them. The handyman suggested power washing, but then was not able to do it. After the first winter, some of the pavers cracked. Now after about 3 years, paver after paver has started to disintegrate It was suggested that I re-pour concrete steps, but that is not the look I want. What material would hold up to Chicago area winters?
