For many years sheet vinyl was manufactured with a mineral fiber (asbestos) felt backing. Comments (11)OK then! :) My stupid floors are kind of uneven, though. Does that make a difference for the engineered hardwood? I should add that although we've never had any problems, the previous HO (original HO) did install a basement waterproofing system. It could certainly have been paranoia on her part, and I've never known our sump pump to run in almost three years, but I thought I'd put that out there. Many basements in my area DO have flooding issues, which is why I am somewhat paranoid. The rest of my house is hardwood though, and I vastly prefer that. I have always hated carpet. It wouldn't surprise me if the legislation was written in consultation with (or even by) an asbestos abatement contractor -- who of course wants the business. They think they're urging you to use a contractor, but they're wrong. All this does is prompt DIYers to quietly bag their hazardous waste, unlabeled, and put it in the trash. What they should say instead is something like this: "If you choose to remove asbestos yourself, see our removal guidelines at [link]. "Double-bag the waste, using heavy duty trash bags of at least 2 mil thickness. Suitable bags are available for sale at City Hall, 789 Main Street. Label the bags clearly, describing the contents. "You can dispose of the waste for free at our homeowner's hazardous waste collection site, 12345 Bedrock Road. It's open Monday through Friday, 1 pm to 7 pm. Please note that this site is strictly for homeowners disposing of limited quantities of asbestos, heavy metals, leftover paint, pesticides, household and automotive chemicals, and other potentially hazardous materials. Comments (2)I would replace carpet with carpet when asbestos (or possibility of asbestos) is present. Even though laminate floors float over top of a hard surface, the surface must be flat, smooth, and level. And most homes from 1904 do NOT match any of those requirements. To put a rigid floor over old vinyl tile, the surface/subfloor must be level. If it is not, you need to do some prep work. And prep work around asbestos based stuff is tricky/expensive. Which is why replacing carpet with carpet is the easiest thing. So long as the tiles are happy and well adhered, you don't have to worry about them. It is when they are ground up (asbestos fibres thrown into the air) that they become dangerous. And removing/adding more carpet will not do any of that....See More_sophiewheeler
