Pluot tree health question

My wife and I are in the process of adding fruit trees to our bay area home, and for the most part this is going great, but this Pluot tree seems to be having a tough time. It was planted from bare root stock, and right after planting it grew a decent amount and looked healthy, and my wife trimmed the branches in late June (to try to encourage it to stay smaller), and while all the other trees have responded to that by adding new growth, this one hasn't. The leaves also look off-color and a bit beat up. It seems like it should have enough nutrients, we've added some based on the schedule of some fruit tree product (I don't know exactly what it is, my wife handles that), but still nothing. Based on the way it looks, any guesses about what's going on?
