Dare I dig away gravel beside asphalt path?

We just bought a brand- new house. It has an asphalt walkway between the (asphalt) driveway and the front door. This path, the driveway, the house itself, and a cement slab porch form the boundaries of what will be a flower garden.

This garden space is only about four feet deep (by about 10 feet long), and I can't use the portion close to the house due to pink Styrofoam insulation that mustn't be damaged.

I would like to plant flowers right up to the path and driveway, to make as much use of the space as possible. But lots of gravel spreads from the asphalt into the flower bed.

Is the gravel essential to help drainage of water (e.g., from rain or a hose) off the path, or can I remove it right up to (obviously not under) the path? It's surely part of the gravel bed I assume lies under the walkway, but must a lot of it remain beside the asphalt forever?
