Lantana - what's wrong?

Our weather has been extremely hot and dry. The lantanas all look terrible at a community garden where I do volunteer work. They may simply need additional water.


Last year we had lantana lace bug at the community garden & a nursery guy told us to cut them all down until no leaves remained. We did that on most but left a few leaves on others that we sprayed with neem oil. They looked much better by fall. Lantana is perennial in my climate.

I don’t see any bugs but I’ve read the lantana leaf miner post & see that leaf miners live inside the leaf, right? Can anyone tell me what’s wrong & what to do? I have neem oil that I can use. Thanks!
