Rattan can be finished and bleached or striped like most wood, even though its more like a vine. Even if you try to paint you will need to prepare the surface for the paint to adhere.

I tackled a wicker table this past spring. I sanded with sand paper and a wire brush it but it had too much chipped paint so I power washed it, let it dry for a few days, primed, then spray painted - 2 coats. The table sits outside on the front porch. It's holding up well.
