Anyone had good results using plant food spikes with outdoor rosemary?

We have planted many rosemary of varying sizes (3" tall; 3 gallons; 5 gallons; plus we transplanted some) over the past 3-6 months on a steep hillside that has a layer of decomposed granite type soil on top (in the Sierras); the rosemary hasn't grown much at all and doesn't seem happy. Would it help to use plant food spikes/sticks? If so, is there a type that works especially well with rosemary?


I tried hand watering with some MiracleGro today, but the cliff is so steep that the water runs down and doesn't soak into the soil. If the roots go deep enough, they will reach good, rich soil. They were planted with some good soil surrounding them.
