Screen neighbors under oaks

I am hoping one of you master gardeners will have some advice! In short, we need something tall, bushy, and evergreen to block out back neighbors during the winter months. Needs to be 10 to 18 feet tall. Here's the catch - it's a shaded area, under a huge oak tree. During the summer the fig tree behind us has leaves, but for half the year it does not. We want to have privacy all year round.
I'm in Central Texas - hill country. Any ideas?
