Pepper plants stunted growth

I planted my peppers about a month ago, and topped them about two weeks ago. I saw tremendous growth in the case of more chutes, but haven’t seen any upward growth. I picked early buds a few days ago, but I still have doubts they’re growing any taller. I am growing indoors, heat and humidity are perfect, and I’m using 3 45watt LED full spectrum lights, with two small fans for wind simulation. I have no issues with foliage as far as yellowing or dropping of leaves, so I know disease is out of the question. Anyone have any advice?
