Stunted growth on bell pepper plants

Hello! I transplanted 4 bell peppers about 4 weeks ago. I live in California so the danger of frost had passed. The problem is whenever I plant bell peppers (excludes hot peppers) they never seem to get more than a foot high with small leaves. They do get bell peppers but they are small and end up getting sunscald. From what I've seen pepper plants can get really big with lots of big leaves.

What can I do to make them grow bigger? I'm in zone 9 so heat and sun aren't an issue. I did do an application of fish emulsion about 2 weeks after planting. Is there a different fertilizer I can use to help them grow? Thanks!
