Young Katsura tree sick? Every new leaf is curled up...

This Katsura tree was planted 2 years ago, in Spring 2016. Zone 6b, central PA. The new Spring growth just pushed out about a week or two ago, but here is what it looks like now:


Every single leaf on the tree is tightly curled up, making little triangle shapes. This is top to bottom on the tree, as you can see here:


I have no idea what could be the problem - it leafed out beautifully last year, and appeared pretty health all during the growing season. We have had some unseasonably warm weather during the last 1-2 weeks, but also plenty of rain. I think the last frost was right before the leaves pushed out, when the buds were just starting to turn red.

The tree is planted in a slightly-raised mound (we have heavy clay) and I keep the mulch back from the trunk, and the root flare is just below the soil.

Any ideas for what could be wrong, and what I can do to help?
