I rescued a pot from the curb that had been decorated with the spray on 'rock look' texture stuff and removed it with a spray on paint remover.It was a lot of work with the harsh chemicals. If you go this route, sturdy rubber gloves are a must.

Alternately you could paint it a different color.

Wire brush? Nice pot as is tho. I wouldn’t worry about it.

yeah, it's a beautiful pot and once it's planted the purple around the rim wouldn't show if you put some "spillers" in it.

It's painted around the whole pot not just the inside. I personally don't like the way it looks with paint, I prefer to see natural terracotta. My question was how to remove it not how to deal with it.

If you do manage to get the paint off with chemicals, I would suggest you re-seal the outside with some sort of outdoor clear sealer. But only the outside of the pot. Doing that on the inside would leach into whatever you plant in it and probably kill it. That clay doesn't look like it's glazed and it will break down and start to disintegrate outdoors especially after using paint remover on it.
