What's the best way to get rid of a lot of thick Ivy growth?

I'm removing Ivy for a client, and my methods just aren't going to cut it. (No pun intended).

It's very thick growth so trying to pull it out by hand like I've done in the past is not going to work because all these vines are so tangles up its just pointless to pull on them.

Also, I'm not licensed to spray weed killer, bUT hypothetically if I was, would I want to remove the bulk of it first, then spray later when it pops up again, or kill it first then pull it all out?

I'm willing to try anythin.

I've got a brush cutter that cuts through it like nothing, but then there is still tons of shoots and crisscrossing vines on the surface of the soil. This is why I'm wondering if I can at least get rid of most of the mass and then spray once it starts growing again but when there is not as much to cut back anymore.
