Landscaping challenge in Zone 6

I am completely stumped as to how I can landscape the south side of my home. The windows are 5.5' from ground level and the roofing overhang keeps the area fairly dry. This area is south facing and full sun. I'd really like to plant something that will retain foliage year round but can be pruned. Grasses aren't out of the question though because I could wait to prune back until early spring. I'd also like to screen the electric meter. The width of the bed we would prepare here is limited to 2-3 ft width. There is an existing landscape bed around the deck which ends roughly at the electric meter right now. What plants should I be considering and how can I create balance?

Thank you in advance for your input - this has been driving me nuts since we moved in 6 years ago. It's the last area to be landscaped and it's really sad looking!
