How do you know when citrus branches are really dead?

Due to a very cold winter and a couple of other issues, I’ve lost most of the last four years of hard earned growth on my trees. Most of the trees did survive, and are flushing out the new growth from the trunk and lower branch joints. I started cutting off some of the old branches, but stopped because I noticed they had some greenish material still inside. Is this just useless residue, or will these branches flush sometime in the future? My hunch tells me they’re no good and I should cut them all off. Thought I would check before I finalize it, as I’m having to start at zero again. Here’s an example of what I’m talking about:
