Need help identify this tree and disease

I have this 8-9 feet tall tree at the corner of my yard, it's bright yellow especially in later summer and fall. It shoots out new redish stems out of ground within about 3 feet.

This morning I noticed the browning of the new leaves all over the tree. Any idea what this tree is and what might be the problem?

Last year we left some dead fall leaves on a row of trimmed evergreen shrubs/fence behind this tree. A month ago I noticed it caused some rotten leaves on these shrubs so I raked the rotten leaves off the shrubs. But that was before the new growth of this tree.

I am in Seattle area, had a couple days of unusually warm weather last week. high 70s but it was just a couple of days.

It is a shrub dogwood (so not a tree per se), possibly our native Cornus sericea, and it appears to have a leaf blight common to these species. It is a fungal problem but not worth treating for. IMO, this shrub could do with some heavy pruning, which it will tolerate with ease, and that might help to improve light and air circulation that would limit this problem.

One of the orange twigged cultivars of Cornus sanguinea that became prevalent on the market awhile back. Since my recollection is that the normal green leaved versions of the same species do not tend to show this same kind of browning in this area I've tended to assume it was sun damage to the yellow parts of the otherwise paler green than typical leaves of these orange twigged forms. Your second picture might also tend to confirm this, as it appears the damage is confined to the yellow portions of the leaves and not the green.

Various partly yellow or white horticultural forms of conifers may also do this, with only the palest parts of the foliage being subject to browning by full sun exposure - or perhaps frost in some instances.

Looks like scale, all of it. Neem oil applied repeatedly will smother the scale. This little tree is very heavily invested, so this will take multiple applications. You don't mention if the tree is indoors or outdoors or where you live, so Coleen's advice is good - do not apply any hort oil if temps are above 85 degrees F. Patty S.

Until weather pattern changes, may not be much point in seeking remedy. Like Dax reports, so-called "anthracnose", not really a specific disease but rather, a constellation of similar-appearing leaf blights-will run rampant on susceptible species. Not sure what you've got there for a plant-a little more context in terms of stems, overall plant view, etc. might help, but in any case, not worth worrying about. These things come and go all over the place all the time, rarely amounting to much. Keep in mind, plants are well-adapted to withstand occasional foliar disturbances. It's the diseases that plug up xylem and/or phloem that really cause trouble. This ain't that. +oM

I'm in upstate NY. Yeah I certainly wouldn't spend a lot on a remedy, I just didn't know if there might be something easy I could do for it. Honestly, I got this for $2 last year on a clearance sale and it was a great plant for that year. If I knew what it was I'd buy another! Here's 2 more pics (i know, it looks pretty pathetic)
