Winter/ Cold Hardiness

Riddle me this. Maybe this is a easy answer ?Still dang cold - and the new buds on stems on shoots that have emerged from base are green, and getting bigger by the day. The green buds on canes emerged due to the warm spell and then seems to have stalled since it's colder but still nice and green.

Last week, I grabbed a Hydra I overwintered in my friends cold frame - when I picked it up it was a full blown leafy Hydra. It's been indoors for the past week on a bay window. I don't move it at night so the window does get a bit colder at night....Anyhow, most of the outer leaves are wilted soft.

For discussion sake. Would you say leaves/buds that emerge in cold weather actually have better hardening/cold weather resistance ?

I'm tempted to see what would happen if I put it under my grow lights (aka, have grow lights on full blast for the vegs / annuals) going on right now.
