Deck over patio, which is done first?

I just demolished a deck that was rotting away. It was attached to the house on the other end, the post went into the ground. A patio is underneath and it needs to be replaced. Should the posts of the new deck be on top of the patio? Or should the posts be beyond the patio in the ground? I was able to pull out the old posts easily so they were also rotted. Also, our code requires that the deck can be attached to but not supported by the house, so there will need to be posts against the house, would they go on top of the patio? Or would they go through the patio to another support? If on top, should there be more concrete where the post would be? I was wondering if we need to call a deck specialist or a concrete contractor first.
