Tall basil with no leaves indoor over winter

Hi there,

I am fairly new to indoor gardening, and this is my first winter growing herbs inside my kitchen.

I am having wonderful success with all of my herbs (a climbing spinach that is taking over the room...) yet my basil is slowly losing its bottom leaves, leaving me with a tall, leaf-less, and sad looking plant.

Is this a question of cutting back and hoping for new growth? Is this normal winter behavior?

I have a fluorescent growing light that I've put on a timer to help everything get those summer sunlight hours, could this be a problem for the basil?
