My Perfume Perfection is currently pushing towards 6-7 feet. However I didn't prune it this winter, as I wanted it to get taller... and it is several years old now, it takes a while to get tall... Just because a rose is listed as a 'floribunda' doesn't always mean 'short'... I found this out the hard way... You might wanna move the taller one and try to find a shorter one to put in front of PP... rather than trying to fight against it's nature...

It looks fairly healthy! Not knowing what rose it is or if it's a climber it's hard to say what to do to make it bushier. You don't want to cut off that new cane coming up from the bottom. That's new healthy growth for the future. Try just tying it back to the trellis some as it grows out. Since you just moved in I'd just let it grow this season and watch how it grow naturally before deciding on any pruning. You already had to take off the one big cane so the rose needs to grow back some before you'll see what the growth habit is. Also you need to find out if it is a once bloomer or if it repeats blooming during the season. For once blooming roses if you prune any other time besides immediately after it's done blooming you will cut off all your bloom for next year. I'd just be patient and observant for this year.

tsheets is right. Stems usually only grow at the tip (apical meristem) or nodes. Existing stem usually just grows in girth. Cutting off the main stem usually causes lower nodes to grow new branches due to removal of apical dominance. Remove any peppers and flowers you have now so the plant can concentrate on vegetative growth of these branches. Peppers tend to grow in flushes... They produce growth, then it slows and produces flowers, then grows again. If you remove fruit and flower, you'll allow it to put energy to growth. You will quite likely end up with a very bushy and productive plant if you give it time to grow before producing. More then likely it will try to grow more vertical branches in an attempt to create a leader. If not, you can prune and train for additional height.

We got the Bush’s Lace planted over the weekend. I hope it is happy in its new spot. It had been growing in its pot since 2013 in a local growing yard close by. I think once they pulled it out from the back reaches of the grow yard they wanted to keep it for themselves!
