Alternatives to bamboo for a narrow space?

Hi! I have a narrow strip of weeds between my driveway and the neighbor's yard. At the moment there is short picket-like fence separating the properties. There's a busy intersection beyond that. A lot of the windows of my house face out that direction so I'd like to plant something to make it more private but I don't want to be blocked in by a fence or solid hedge. It doesn't need to be very tall (probably 4-5 ft would be ok) but it needs to fit in the narrow space. I would really love if I could find something that would sway in the wind, maybe have nice noisy leaves. Bamboo fits a lot of these qualities but I'm wary due to potential invasion of the neighbor's yard. Can anyone think of anything else somewhat "airy" for a narrow space? I live on the immediate coast near the CA/OR border. (One potential idea I had was vine maple since it's native but I'm not sure it would work. Has anyone had any experience with that as a landscape plant?) Any ideas appreciated - thanks!
