Seeking advice and recommendations

Hello, I have a small and narrow "L" shaped property which is separated by a 6ft fence to the adjoining neighbor. I would like to receive some suggestions and recommendations as to what I could plant next the the fence which would provide some color throughout the spring and summer months and grow more vertically than horizontally due to the property being very narrow. Was thinking double knock-out roses, but would like different opinions as to what else to consider and other options that I may wish to consider. Pictures from two angles are provided below.

Some particulars:

- Located in Northern New Jersey

- The fence runs from North to South

- The area receives approx 7 hrs of direct sun

- The width between the fence and foundation plantings is about 9ft
