Living and dining room dilemma

We just recently moved in to a new house. Its a blank canvas, and we would love some feedback on how we could spruce up the living and the dining rooms on a limited budget.The dining room is 14" square, 10 Ft ceiling. We have a 6" round dining table, but need to get chairs.The living room is 16" square, 1- ft ceiling and has a coffered ceiling.
We were looking to do something dramatic with the dining and the living room ceilings, and perhaps leave the wall paint as is (except for the ugly pink on the winscoting in the dining area. One idea was to use silver leaf wallpaper on the ceiling, but then i am not sure how it would look on the coffered ceilings, and if it will be labor intensive.Also what kind ?? any suggestions are welcome. Our design style is "Transitional"Another idea was to use grasscloth wallpaper and perhaps have an accent wall in the dining room, and just paint the ceiling white.But then how do we make the same idea flow to the living room ? Should we do something with the bookcases there ? Should we paint them so they pop out ?

so many questions.And then do we replace the fan with a chandelier ? How big should the rug & the sofas be in a 16x16 room ? I'll appreciate any suggestions you all have.
