Well, it's a little bit late to be getting any new growth. I wouldn't worry that it hasn't had any new growth, it's probably just establishing its root system now. My Hardy Hibiscus are also starting to turn yellow, in a couple of weeks its leaves will fall of along with the trees. It's almost October.

Here is how mine usually grow: they emerge from the ground late May, grow June/July, by the end of July generally no more growth but flower buds start opening and blooms late July, August, and early September, late september/early october finishes blooming and starts getting ready for fall. Although this year its yellowing a little earlier for me because we had 2 weeks of chilly weather and then now suddenly really hot sun for the past 2 weeks.

How much sun are your plants getting right now? Is your clay/Sand soil well draining or soggy? Have you been watering enough? And when you say better soil, do you mean like moving it to a raised bed or something else?

I don't know the answer to these questions so I can't suggest whether to move it or not. It's pretty hardy so you still have some time before the cold comes to move it if you really want but you will not be getting any new growth this late, but usually if I am moving it, I generally do it early spring as soon as the ground thaws and is workable because it's not too cold and gives it sometime to reestablish its roots before it comes up late may/early june

I moved my hibiscus to a much sunnier spot and it greened back up, even got a few new leaves. I think it will do just fine.

In my area trees are already changing colors and losing leaves! My hibiscus' are already partially yellow and starting to drop leaves, one has already lost its leaves and starting to go dormant.

How are yours doing right now (late october/fall) ?

Mine has lost all of its leaves now.
