Hedge to hide guardrail

Our subdivision has two ponds at the main entrance. Several years the city and state installed guardrails (big old galvanized steel) to prevent cars from leaving the roadway and ending up in the ponds. For the last several years we have been planting yews to create a hedge that hides the guardrail. We have had mixed success. Some areas the yews are thriving. In other areas they are dying. The landscape contractor/nursery owner says the dying is due too much water. Central Indiana did have a wet Spring and early Summer. I have trouble believing that to be the case because we have a large number of thriving plants. They will replace under warranty but are now recommending ink berry plants. Some quick research shows they may actually be a better plant for the application. I should also note we do not have irrigation. Any opinions or advise are welcome. Thank you.
