elevating soil in existing flower bed advice needed

So I'm finishing up revising the flower bed I've been messing with
for a few years now - I have reshaped this thing several times over the
years, changed the edging (have landscape bricks now), dug out grass
(think I've got it finally where the grass will not be coming up
anymore, or at least only a little bit and will be easily pulled out),
etc. I started out planning to make the edging only one brick high, but
ended up making it two bricks high. I now need to elevate the soil
inside the bed a minimum of 3". The problem is that I have some
existing plants inside the bed, so am wondering if I should dig all of
them up and replant, or if some will be ok to leave in place and raise
the soil around them.

I know I absolutely need to dig up my peonies and replant, and
probably the day lilies (even though they are growing really nicely this
year) and red poppy. Wondering if anybody has advice as to whether
hardy hibiscus (this one would be the toughest plant to dig up because
of it's size!) and nine bark (this one I planted just a couple of years
ago and it's taken off this year, so hate to disturb it!) would be ok
adding soil up around/over their roots and lower stems? I also have a
rhubarb plant in there, and I'm thinking I'll need to dig it up as
covering the crown might not be good for it. What do you think? The
lemon balm that's there is not a big deal to dig up, though. I had a
few other plants in the bed before, but I did remove the mint last fall,
and then unfortunately lost some others.

I'll be so happy next spring to have this flower bed done!! It's been a love/hate relationship! lol.
