Installing (floating) LVP with built in cork backing on concrete slab

Sorry if this question has been asked a bunch of times.. but what do I need to do to prep concrete for LVP? I've been reading forums and postings but a little confused. I've seen something about sealing the concrete and then other comments about prepping the concrete floor is just making sure it's level and dry, etc. Is any of the following acceptable or am I looking at the wrong way of going about things:

Do I need a moisture barrier like this:

Or is there a liquid form that I can use instead?
