What else spreads Rose Rosette Virus?

If a Japanese Beetle just chomped on the leaves/flowers of a RRV infected rose and flies to a disease free rose and begins chomping on it, can it infect the clean rose with the virus?

If a deer comes through a commercial planting of RRV infected roses, browsing away on the infected roses, and immediately visits your roses, and browses on them, can RRV be transmitted to them through its saliva?

Don't you think if contaminated garden tools can transmit the virus to healthy roses by coming in direct contact through cutting or bruising with a contaminated: pruner, hoe, trowel, or shovel, a deer or a Japanese Beetle can do the same?
