Do plant roots really spend more time trying to do this verses that?

For the life of me I can't remember anyone talking about this here.

I have had a heck of a lot of people tell me they are afraid to do anything with the roots of their plants, even re pot for fear the roots will spend more time and energy filling their new home/container or trying to recuperate after a bit of a shock while the top of the plant above the soil line will practically stop and then to resume once the roots have finally filled that pot...

Do roots spend more trying focusing on root growth after a re pot or root work than focus of vegetative growth?
