Strip or sand finish to redo stairs?

My stair railing has many thick coats of poly ( could be varnish ?) applied. Could be 25 years old. This finish is cracking and bubbled between the spindles and newel post. Intact every where else, but thick. The top rails also has many grooves.


The stair treads have something else, thinner coating, and I think there was carpet runner at some point. The treads I believe can be sanded.


How best to remove what is on the railings? If stripper, any recommended brand? And, if stripper, what kind of tool to scrape off where the rail is grooved and curved. Thank you.
