When is the time to AVOID potting haworthias?

I've read somewhere that in the peak of summer (Between June and August), there's a period of roughly 6 weeks when Haworthias seem dormant and don't grow. On the other hand, there is plenty of below-the-surface activity, a time when the old roots dry-out and new ones form. That raises the question, is it the time to AVOID re-potting? I have a handful of Haworthias which seem to have barely rooted (as they can be pulled out easily), although I potted them around early June, when the temperatures are not that high. Is it better to wait, or take action and re-pot them anyway?
