Retaining wall + trees

I recently had two trees removed (stumps to be ground down shortly) from my backyard. On either side of the tree is an old ugly retaining wall. I'm looking to either replace the wall or remove it entirely (I'm hoping to avoid the latter as it will probably be very time consuming). My ultimate goal is to plant new shrubs/trees that provide privacy beyond the neighbor's white fence - their house sits higher than mine so it seems as if the house is hovering over ours. If I replace the wall, are there trees that can be planted within the area of the retaining wall? If so, what are my best options? Note, currently, I have about 36 inches of room between the fence and wall. Note number two, I live in Northern NJ.
