Removed Overgrown Shrubs - Now What? Need Landscape Design Advice

We just ripped out 2 overgrown shrubs surrounding the window to the right of my front door (you can see the discoloration where they were). I am in ZONE 6, and have direct sun all day (faces west). It gets so hot in the summer that my potted flowers wilt after a few hours, so I need something that can withstand the strong full sun. This is a condo, so I would need approval for a tree (something like a kousa dogwood or a weeping cherry may be a safe bet).

There is a housetrap/metal pipe directly in front of the kitchen window where I planted some ornamental grass to hide it. The right corner of the condo is where I'm thinking a nice small tree could go (it looks like it needs height there).

The dirt area where I need to put some colorful bushes or flowers goes about 5 feet from the house to the edge (I could probably put some kind of border/paver edging there). I would like to have color all year round. My budget for materials is around $600.

Any suggestions on what I can do in this area would be appreciated. Thanks!
