Fertilizer question

I use Alaska brand more bloom and did emulsion. It says for 2 gallon use 4 tablespoons of more bloom and 6 of fish . So I do that and fill my can up .. from a two gallon can I water about 8 roses . Is that too much or too little? It says something about 25 square feet per gallon but that makes no sense to me . I genuinely do not understand what that means .

Another question , is if a rose is loaded with blooms , do I wait to fertilize? Or does it not matter .

One more about spraying for disease... is there a brand bottle that mists the plant gently ? I tried a bottle of daconil and it was a stream spray and didn't seem very economical that way . Hope this makes sense :)
