Of the ones you mention, the hydrangea will likely work the best. Any flowering plant needs sun to bloom heavily, but vines which are more adapted to shade conditions - like the hydrangea - will grow and look better even when not in bloom. For something less common, look for Holboellia or Schisandra, both shade loving flowering vines.

I'm doing the same "hide a fence" thing presently. If you want really cheap, fast and evergreen, you can use any of the cold hardy English Ivies in zone 6. I recommend 'Thorndale.' It's the hardiest with larger leaves for coverage. It's not invasive here in Utah and shouldn't be in PA either (but double check). I'm only using it because I have a very narrow planting area (12-inches). Most everywhere else I'm using 'American Pillar' Arborvitae (narrow, fast, dense, hardy and evergreen). It's cheaper than a privacy fence if you purchase starters and it's very fast growing for an arborvitae (up to 3' per year). However, it maybe overkill for what you want because it grows tall quickly (20' - 30'). You can find a cheaper Arborvitae for use as a shorter hedge. If you have a lot of snow on the ground during the winter, then you may just find a privet hedge will suite you fine. It's not evergreen from Christmas through March, but it's branches are pretty dense and no one's usually outdoors during that time anyway to really worry about it. However, unlike the 'American Pillar' Arborvitae, it'll need lots of pruning on both sides of the fence to keep in check. (My neighbor around the corner has it bordering the front of his property and it's a true beauty to behold. It would be my first choice except I need full privacy in the winter months due to my next door neighbor's windows being only a few feet from my windows and currently I have to keep my blinds closed all the time because they never do). Privet is super fast and cheap, but make sure to get the cultivar 'Cheyenne' as it is the most cold hardy variety. Those are your main options for cheap and fast, but their are a lot more options available for your area if you can move up in price and/or don't mind the speed. (ie. Hollies, Yews, Boxwoods, Firethorns, etc.). Good luck.

I think both Passiflora incarnata and ceurulea would be hardy there. Incarnata is white and cuerulea is blue. But......there are hybrids of the two. 'Incense' is a deep purple (I have this and it's gorgeous). Now, not only are the passion vines gorgeous, but....get ready.....they are the host plant for the gulf fritillary butterfly. Yes, oh yes. This is an amazing plant. The gulf fritillary caterpillars are so fascinating because they are kind of an orangy-purplish color with black bristles that are very soft - I was scared to touch them at first, but they are so soft. SO you will have the BIG and beautiful orange gulf fritillaries all over your yard as well. If you are in zone 7, or your location for your vine is a pretty protected area - this is a new one on me, and I planted it this summer, and am expecting wondrous scented flowers, is jasminum x stephanense. While most jasmines bloom white, it blooms PINK. Clusters of tubular pink flowers that are supposed to attract the hummers, butterflies, and the gorgoues sphinx moths! Clematis - you can't go wrong with, but buy them in at least a 2-quart to 1-gallon container, and bury them 2" deeper than they are in the pot they come in. They will develop more roots along that 2" of stem. Fertlize them with tomatoe fertilizer. The most vigorous of the clematis vines that will give you lots of bloom the first year are the viticelli hybrids, like 'Polish Spirit' - smaller blooms, but lots of them, and purple. It can be trimmed back to 6" from the ground each spring and will grow tons of new stems and reward you with tons more flowers. Beware - if you plant crossvine or trumpet vine - they are very prolific vines. For annual beauty - lots and lots and lots of morning glories, hyacinth bean vine, cypress vine (white or red), sweet potato (lime green, purple, black, variegated), a new one my neighbor tried is aster carolinius, a vining aster - gorgeous (perennial). For foliage interest, I like ampelopsis brevipedunculata - porcelain berry. I planted it in my partial shady garden - has variegated oak-leaf shaped leaves, and in fall, the berries are purple, blue and cream colored, like porcelain. Birds love them. I also have a hedera 'Goldilocks', which is a yellow/green variegated leaf. Not rampant like regular ivy. It really brightens a shady corner, too. I also love my virginia creeper, too. Why? I have been getting sphinx moth caterpillars on them! Who cannot love these beautiful creatures? The caterpillars are like the winnie-the-poohs of the lepidoptera family. Big, fat, green or brown. When disturbed, they pull their little faces in so that they are flat. They have horns until the 2nd instar, and then lose theirs, unlike the tomato and tobacco hornworms. So cute. They are the lovely hummingbird moths we see at dusk and dawn, and are the ONLY source of pollination for our deep-throated flowers like the morning glory, datura, brugs, etc. If you want your trumpet flowers pollinated, don't kill them! Oh, you're going to have lots of fun choosing. Susan

I'm a lot more familiar with Ulster and Greene, but I'll try and fake Orange. How much soil is there in those locations? Deeper soil means more soil to hold onto water. Pat Lanza developed lasagna gardening to take on the challenge of growing things on rock with very little soil. If there isn't at least six inches, then the first place I'd start is by building up the walls so the plants are on top of a deeper reservoir. One thing about annuals is that they can be very dependent on exactly what kind of summer we have. For many years, my other garden planted wax begonias, white petunias and blue salvias as annuals in a formal garden. The begonias loved summers like this one - cool, and reasonable wet. The petunias like hot and dry. The salvia was the only one that didn't seem to care and did well every year. You might want to visit Stonecrop in Putnam Co for some idea regarding rock garden plants, and things to grow over stone. Its a generally cool place to walk around, also.
