Is this fire blight? Shingo (shinko) Asian pear---Northern VA

I just noticed that my new Asian pear I planted in March is not looking so great at the top. It had been growing fairly well but recently has slowed; we have had a lot of rain.
The top is a bit discolored and appears to be turning black. Is this fire blight? If so, is there any recourse other than chopping it off 3-6" below or should I wait it out? The entire tree at this point is ~a 2'6" stick with this seasons branching on it. It had some aphids on it last week but I used some organic spray in conjunction with the finger method
and they are no longer present.
Any help would be greatly appreciated.
