Lace Bug on Azaleas

All of my azaleas have what I'm sure is Lace Bug damage: pale, silvery leaves (new growth looks fine in early May) tiny black spots/mold on the underside of leaves. I'm not certain I can apply NEEM or other insecticides effectively to the undersides of all the leaves, because of their location and grouping. How can anyone really get the underside of all the leaves of any sizeable bush? I'm very leery of systemic pesticides, but wonder if there are ways to limit their affect on pollinators and beneficials. For example, I can apply after flowering, but most of them appear to last for a year. That's a long time and will possible affect next years blooms. How can I avoid this and still kill the lace bugs?
