Please help! I don't know what is wrong with my shrub!

I think the shrub is sweet viburnum and I live in Florida. Whatever this is does not rub off. It is in the actual leaf. On the undersides are copperish spots. Some of the leaves have silver tints. Before the leaves turn mostly black, they begin with a copper color that starts from the center of the leaf. As it spreads, it turns black. The infected leaves do not feel smooth; they feel rough as though something is eating away at the leaf. I have searched all over my books and the internet, but cannot figure out what this is. I don't see any signs of mites or insects. The yard guys have come and the first time said it was white flies, then fungus, but nothing they are spraying seems to work. Please help!
