Question: cuttings in water

I've been trying to root some bougainvilleas (other plants as well like buttonwood, etc) in water and some started popping tiny roots, the small white dot stage not anything long but all the leaves started falling off until eventually they were bare. I retried again with some fresh cuttings but the leaves fell off even before any roots formed. What am I doing wrong? The only thing I can think of is they didn't get enough light.. I left them outside under my deck where they would get about 2 hours of morning sun a day. Any help would be appreciated.. Thanks!
