New Lawn Last Fall, what to do next

Hi all. We installed a new lawn from seed last fall and a new sprinkler system. It was growing nicely although didn't need to cut it yet. Now after a harsh winter, it is coming in shabby. Small sink hole by the septic tank needs repair and lots and lots of rocks too, which we are picking out the larger of them. I never found the smaller ones to make a big difference. The sprinkler was turned back on for twice a way for 15 min per zone. I want to over seed and fertilize now. I am asking if the regular "step" fertilizer will kill new grass or should I go to a standard Scotts Turfbuilder (32-0-4) until the new seed germinates. Any suggestions? Thanks and happy Spring!
