Hardware cloth sleeves for vole deterrent

After having lost numerous favorite plants to voles, we now plant all new perennials in hardware cloth wire cylinders 8" deep and use perma till, a sharp gravel, to cover the crowns of the plants. The perma til is then concealed with mulch. This does keep the plants safe. My concern is that in subsequent years the plants may need division, and this will be somewhat difficult for us. Does anyone have experience with this? How wide could we make the cylinders before they loose their effectiveness? I am about to replace the Laura phlox, full moon coreopsis, and coneflower that were eaten this winter.
