Flooring options on top of painted concrete basement floor?

We are planning on finishing our basement and I'm not sure what to do about our problematic floor. It's a 100 year old house with painted concrete. We have a problem spot with moisture that we're hoping to take care of with a French drain and sump pump. The floor has been painted multiple times, one layer is for sure lead paint. The floor also isn't super even. From what I've read you can't tile on painted concrete or use anything that is glued down. Repainting also seems like it won't work. Could we put carpet tiles like Flor down on top of it? I'm just worried that our only option is grinding the paint off, which would probably require hiring an EPA certified lead abatement person, which seems $$$. Any advice is much appreciated!
