Grammar people: what's this called?

"This needs done." "That needs fixed."

I hear this quite often now, instead of "This needs to be done." "That needs to be fixed." Or "This needs doing." "That needs fixing."

I learned "proper english" from my parents, and from reading Ambrose Bierce at an impressionable age. Despite best efforts of many public school teachers and Schoolhouse Rock, I never caught on to what parts of speech, verb tenses, etc., are technically called. But it seems like there must be a name for all this "to be, NOT to be" going on. Help?
