Raise a sunken living room size 12 ft x 14 ft raise 5 1/2 inch

I want to be able to raise my sunken living room to level floor in living area and at same time level the ceiling height in basement for additional living area.

The one wall is on a outside wall and opposite is right on a load beam.
The outside wall has floor joist sitting on the wall plate on the cement
wall. the opposite end on inside has the joist hangers. This floor is
accessible above and below to framing.
Main question is how to cut
the floor joist on outside wall. Is it OK to cut the floor joist leaving
the 3 1/2 inch under the outside wall? This would leave the appearance of short 9 1/4 inch studs between the bottom wall plate and plate on cement wall. This can also be reinforced with additional studs cut to length
Then installing the floor joist to proper height using hangers on both ends.
