There is a sticky substance on some of the top leaves

Of my thornless key lime. He is in my son's room so I can't imagine how it started. I don't see scale, but I guess it could be the beginnings of it. I do see some tiny white flies on a few leaves, but not many. It is very sticky - as if someone dropped maple syrup on the leaves. Most of the tree is ok, but I don't want it to spread. It is happening on the uppermost branches. It has sprouted a bunch of growth at the top. I considered just cutting those off, washing thoroughly and rooting them, but did not have the heart. I went through the top third of the tree with alcohol and cotton balls. I also sprayed it a couple of days ago with neem and HO. On Wednesday, I will carry it outside and rinse and spray again. Does anyone know what on earth it could be???
